Web sites all need links to point at them from other web sites that are already indexed. Usually, the more backlinks to a web site, the higher up it will rank in the search engines. There are over 200 other factors that they use to rank a site, so it is not strictly correct that the site with the most links will always rank the highest. Not all links are created teh same or weighted the same. Link juice is the term that is used to describe just how much benefit a link can pass on to the site it is link to.

Links that pass the highest link juice are those links that given editorially and not obtained by self-promotional methods (eg forum signature links; blog commenting; directory submission); those links that do not have the nofollow attribute added to them pass more pass link juice; the links that are on pages that have  the highest Google PR pass more link juice; links that are on pages with a lower small number of links are better; links from high ranking, high authority  pass more link juice.

The links that pass no or minimal link juice are the links on low PR pages; have many other links on the same page; are not not on the topic of the site that it links to and is gained by self promotional means.
